The tiny Heard County Art Association (“There were only about five members, but we grew to eight or nine and other non-members helped when the originals faded out”) wanted to introduce art into Heard County, according to R.L. Hughey Jr. “We decided on mosaics because they’re unique and everyone was in favor of it.”
