Newnan City Council is expected to award a contract for an “owner representative” to oversee construction of the city’s planned new multi-million dollar public safety complex during its meeting Tuesday.
Council will meet at 6:30 p.m. at council chambers on LaGrange Street.
The owner representative will act on the city’s behalf to help with site selection, site design, selection of the contractor, construction oversight and project closeout for the complex, which is estimated to cost about $8 million.
Thirteen companies submitted bids, and a five-person review team narrowed that down to two companies.
“Upon completion of their evaluation, the committee unanimously recommended the contract be awarded to Comprehensive Program Services (CPS),” according to agenda documents.
“The committee reported that references for CPS spoke very highly of their services both during the project and continued service after completion of the project. CPS demonstrated experience with more than 15 public safety facilities and courthouses throughout Georgia,” documents stated. “Also, the base fee of $180,000 from CPS contained no reimbursable expenses such as travel, meals, copies, etc.”
Funding for the owner representative will be paid through impact fees. The public safety complex will be paid for through the recently passed 2013 Special Local Option Sales Tax.
Also on the agenda are a couple of zoning requests, including changes to allow a telecommunications tower and another to allow physical instruction facilities in light and heavy industrial zoning districts.
Prime Ventures Corp. and AT&T are asking for a zoning change for property currently zoned only for self-storage facilities. The companies want to amend the zoning ordinance to allow telecommunications towers. The property in question is located at 931 Lower Fayetteville Road.
The tower would help with high-speed data transfer in the underserved area of Interstate 85 and Lower Fayetteville, according to agenda documents.
Council is expected to refer the request to the city’s Planning Commission for review and recommendation. This request is only for the rezoning; a request to actually build a tower would be a separate process.
In another zoning request, council is expected to approve changes to allow physical instruction facilities in areas zoned light and heavy industrial. Currently, those types of facilities are not allowed in those districts.
The city’s Planning Commission has recommended approval of the request, which came from Walt Sholar on behalf of Centerfield Baseball Academy. Sholar contended the facility he needed would require a warehouse, typically located in industrial districts and not in retail zoning.
In other action, council:
• Will set a date and time for a work session regarding sanitation services for city residents, businesses and organizations. Three companies are bidding to take over the city’s sanitation services.
• Will hear a request from Stalwart Films LLC to film scenes for “The Walking Dead” around Caldwell Tanks on East Broad Street on either Aug. 10 or Aug. 17. Filming was done in recent weeks in the area.
• Will hear a request to hold a Charity 5K Road Race to benefit Meals on Wheels of Coweta on Oct. 10, starting at 7:30 a.m.
