Millage rate, other issues on Tuesday’s agenda

An extensive agenda with 31 items, including several public hearings, is on tap for Tuesday’s meeting of the Coweta County Board of Commissioners.

The meeting will begin at 6 p.m. and will be held in the county commission chambers on Perry Street in downtown Newnan.

The third and final hearing on the county’s property tax increase is on the agenda, and the commissioners will vote to set the millage rate following the public hearing.

The millage rate is staying the same, but because property values making up the tax digest have increased over the past year, it is considered a tax increase. The county could go with the “rollback” rate, which would result in the same amount of tax revenue as last year.

Two public hearings were held last week.

The county held the millage rate steady during the economic downturn, even though “we have lost a lot of value,” said Assistant County Administrator Kelly Mickle of the tax digest. In 2011, the county collected more than $26 million in property taxes. This year, the budget was $22.8 million, she said. “That is how much we have lost.”

Property taxes took a hit during the recession, and “we’re finally seeing some increase in value,” said County Administrator Michael Fouts.

The commissioners will also likely vote to stop levying the 2.5 mill fire district tax in the old fire district, and instead levy an additional 3.08 mills in the fire bond district, which was formed in 2008.

Other items to come before the board include:

• A public hearing on the proposal to do away with the RI-B medium density infill residential zoning district.

• A public hearing to amend conditions of the previous rezoning of property on Hwy. 34 East at Bailey Station for Dunkin’ Donuts.

• A public hearing on a petition filed by Verizon to rezone property at 173 Ware Road for a cell tower. The planning department is recommending denial of a side yard setback variance associated with the tower.

• A public hearing on the rezoning request of Big Poplar LLC to rezone property along the Newnan Bypass between Poplar Road and Turkey Creek Road. The request is to rezone 4.72 acres to C-6 Commercial Minor Shopping District and 74.66 acres to C-7 Commercial Major Shopping District.

• A decision on a conditional use permit request by New River Kennel for property at 1048 Bo Bo Banks Road. The Board of Zoning Appeals recommended denial. There are also some variance requests associated with the CUP.

• A request by Humphreys Associates/Holiday Inn to amend a condition of a previous variance. The owners plan to construct an additional hotel behind the existing one, now Motel 6, and will need to build a different design than the one approved in 2007.

• A decision on an appeal filed by Patricia Gilbert regarding a manufactured home application for property on Holbrook Road.

• Discussion of a proposal filed by Serenbe Development to annex 178.78 acres off Shell Road into the city of Chattahoochee Hills.

• Execution of a development agreement with HealthSouth Rehabilitation Hospital of Newnan.

• Execution of an agreement for the School Resource Officer program.
