Allyn Glover Entertainment is seeking a special use permit to locate the haunted house at 320 Temple Ave. in a portion of the old Playtex factory.

Glover has operated Horror Hill at his former childhood home on Ware Road since he and a few friends decided to organize a haunted trail in 1984.

A few years ago, he also opened 13 Stories haunted house in Kennesaw.

Horror Hill was never licensed by Coweta County because the county never had any category for it, and never required any licensing or zoning. But with the passage of the county's special events ordinance in 2010, a special use permit became necessary.

Neighbors came forward last year to oppose an SUP for the Ware Road location. Since it was nearly time to open and Glover already had significant investments in that year's event, the commissioners voted to allow the SUP for one year only, and instructed Glover to find a more suitable location.

This year, Glover plans to move 13 Stories and Horror Hill to the Playtex site. Horror Hill will be one of the shows inside 13 Stories.

The Coweta County Planning Department is recommending approval of the permit, with conditions.

The SUP is for the main front building and covers 4.6 acres of the 16-acre tract.

The haunted house is expected to draw 200 to 500 customers a day, and would be open until 7 p.m. to midnight Wednesday through Sunday in late September through early November. It's estimated to have 100 employees, according to the planning department report.

According to the attraction's website, all haunts and lines will be held inside.

Other items to come before the board include:

• Adoption of the fiscal year 2014 budget.

• A public hearing on an amendment to the zoning and development ordinance related to brewpubs.


• Acceptance of the grand jury presentments for the September 2013 grand jury session.


• Award of bids and execution of liens for the cleanup of properties at 161 East Wedgewood Circle, 145 East Wedgewood Circle, 10 Daisy Place and 109 Arnco Fifth Street.
