Newnan to consider actions for UWG campus on Tuesday

Major contracts relating to a downtown university campus are on Tuesday’s agenda for the Newnan City Council.
One of those contracts is the selection of a program manager to oversee the $15 million renovation of the old Newnan Hospital on Jackson Street into a new Coweta satellite campus for the University of West Georgia. The UWG facility is currently housed in buildings at Shenandoah Industrial Park.
Two other agreements relate to donations. One would be a monetary donation from Coweta County to the city. The other is the donation of the existing land and buildings, as well as money, from Newnan Hospital Inc. to the city.
City council will meet in city hall at 6:30 p.m. Tuesday.
Earlier, the University Board of Regents voted to purchase the renovated property from the city for $5 million. The plan is to move West Georgia’s satellite campus currently at the Shenandoah Industrial Park to the new downtown location.

Also earlier, a transportation study determined that traffic would not increase any more than when the hospital was in operation. That was a key component of the project, as the city still has the option to drop the plan if remediation and transportation costs are prohibitive.

The city received nine proposals for the program manager services, ranging in price from $569,000 to $225,000.

“After careful consideration of all received proposals, it is the recommendation of the Business Development Department that the project be awarded to Comprehensive Program Services due to their qualifications, understanding of the desired outcomes and fee proposal,” wrote city business development director Hasco Craver IV in a letter to council.

Comprehensive Program services was the low bidder.

The agreement with the Newnan Hospital board calls for it to donate the land and buildings to the city. The board also will donate approximately $4.2 million toward the construction project.

The agreement with Coweta County calls for the county, through the Coweta County Development Authority, to contribute $535,000 toward the construction project.
