First phase of development set to begin at battlefield

A contract has been awarded for the construction and development of the first phase of the Brown's Mill Battlefield Park south of Newnan.
The Coweta County Board of Commissioners voted Tuesday night to award the contract to Georgia Development Partners.
The Phase I trail head project includes the entrance drive, a turnaround, parking lot and a small trail to a covered shelter, said Sandra Parker, Coweta's comprehensive planner. The shelter will be 20 by 20 feet with open sides and a concrete floor. There will also be trash cans, signage, and parking and safety markings.
The bids were opened Aug. 31, Parker said. Four of the bids were over $300,000 and two were under.
Georgia Development Partners was the low bidder, and got great reviews from references, according to Parker.
GDP was the contractor for Newnan's Willie Lynch Park Pool and Greenville Street Park.
Once the company receives a notice to proceed, they will have 120 days to complete the work, Parker said.
The contractor still has to be approved by GDOT, she said.
Coweta County purchased the Brown's Mill battlefield site in 2002.
The TE grant was awarded in late 2007.
In other meeting business:
• The board approved a change order for the re-roofing project at the Charles Mottola Gym at the Coweta County Recreation Department on Hospital Road.
• The board voted to set the speed limit on Morgan Road at 40 mph.
There is currently no speed limit posted on Morgan Road, said Assistant County Administrator Michael Fouts. Under state law, that means the speed limit is 55.
The road runs alongside Coweta Charter Academy, and the school use is "not compatible with 55 mph," Fouts said. The recommendation was for 40 mph.
• The board approved a budget amendment for the new intake facility at Coweta Animal Control.
Upgrades were made to the heating, air conditioning and ventilation systems "based on the quarantine use," said Fouts. The kennels were upgraded from galvanized to stainless steel. There were also some stormwater issues that needed to be addressed and additional parking constructed.
The total budget amendment is $45,900.
• The board approved the renewal of the county's insurance. The total is $593,902, which covers vehicle, property, and liability insurance. The renewal came in under budget.
• The board voted to surplus the "pump house lot" at the Lake Hamilton subdivision. The 0.73-acre lot will be sold by sealed bids. The deadline is Oct. 29. The county acquired the property through a tax deed.
