The Newnan Water, Sewerage and Light Commission has announced a water and sewer rate increase for city customers of Newnan Utilities, effective with the January 2011 billing cycle.
The majority of the increase will be spread over three years for residential customers, and five years for commercial customers, said Newnan Utilities General Manager Dennis McEntire. Revenue from the increase will be used to fund system improvements and repair aging infrastructure.
"Our rates have historically been among the lowest in our region and we work hard to be financially responsible and will continue to hold costs down," McEntire said. "We will continue to find the most cost-effective way of improving our infrastructure to keep up with present and future needs of our customers."
The rate increase followed a system analysis that forecast the need for projects totaling $15 million over the next five years, McEntire said.
"During the past decade of dramatic growth, many of these repairs and upgrades were delayed, as resources were directed toward accommodating the influx of new customers," McEntire said. "Now that the area's growth has diminished, repairs and improvements to insure all customers continue to receive the highest standard of service has become a high priority."
The new rates will continue to comply with the three-tier state water conservation pricing guidelines and include changes to the base rate and annual price adjustments.
Averaged over the next three years, the typical residential customer using 3,500 gallons monthly can expect an increase of $3.46 per month.
Based on current regional pricing, Newnan Utilities' rates will continue to be lower than both Coweta County and the Metro Atlanta area average, said local officials. Even after the residential increases take full effect in 2013, the typical Newnan Utilities' customer's monthly bill of $47.20 will be 12 percent lower than the $53.42 they would currently be paying for comparable Coweta County Water service, according to Newnan Utilities officials.
"Our goal was to find a funding formula for these critical projects that would allow us to maintain our traditionally competitive pricing," McEntire said. "By spreading the rate increase over three to five years, reducing our operating costs, and utilizing existing reserve funds, we found a solution that keeps customer increases minimal without sacrificing quality of service."
The rate increase will help fund replacement of up to 80 miles of breakage-prone clay and galvanized pipe, some of which dates back 100 years. Additional street-level projects include extensive manhole repairs to reduce wastewater treatment costs.
Facility upgrades include state-mandated improvements to the Hershall Norred Water Treatment Plant and the addition of ultra-violet disinfection to insure drinking water safety. Three raw water pumping stations that support reservoir levels will be rehabilitated to replace equipment that is more than 30 years old.
Funding for the projects will come from three sources: revenue from the upcoming rate increase, reductions in operation costs, and existing cash reserves. Recent reduction of Newnan Utilities' operating budget will make a substantial contribution to project funding, officials said, adding that annual costs have already been reduced by $2 million, including a 10 percent reduction in employees through the implementation of an early retirement program.

That's great! GA Power is also increasing their rates and my Farm Bureau agent is trying to increase my homeowner's insurance premiums by 27%. Where are we supposed to get all this money??

I would appreciate it if the Newnan Times-Herald can explain how the Newnan Water, Sewage, and Light Commission is appointed. I would like to know this so that I can figure out who to hold accountable for this increase. I suspect the real reason for the increase is to make budget and to keep from cutting staff like private business has had to do. Please shine the light on this issue so that we can find out who the roaches are.

Well I'm so glad that all of us in Coweta County can be such a help toward that GOAL!!! Even if we have to smell like sewerage from using the LEAST amount of water possible, while paying the HIGHEST amount imaginable!!! What A JOKE!

I have a household of 3! Myself & 2 children! I wash no more than 3 loads of clothes a week, I shower daily, I wash dishes daily...NO dishwasher, & my boys have a bath every night. I use NO outside water, I dont even own a water hose! I am not with Newnan Utilities...My OUTRAGOUS monthly water & sewerage bill comes from Coweta County Water & Sewerage Authority & runs between $80-$100 a month..EVERY month! My Ga Power Bill was only $46 more than my water bill last month and without a doubt, power running in my house of some type,keeps that meter turning 24/7! Ha..If my water kept its meter running 24/7...I'd be forced to sell the washing machine, shower only when it rains, use throw away paper plates & plastic forks/spoons..& bathe the kids when toilet is flushed...once for each kid, before bedtime! How is it POSSIBLE for a water & sewerage bill to cost THAT much when SO little water is used, I questioned? Well I must be using more water than I realize..said customer service! Please remember to pay by due date to avoid the 10% late charge! Not paid within 10 days after due date...$50 more dollars AND disconnection! NO IF AND OR BUTS!!!

I am so glad its not just me....however my insurance went up 17%....its only 1% but hey we can use all we can get....Something is going to give soon...I am just having Faith.

No surprise here. I'm getting SO very sick and tired of hearing "we've had the lowest rates...we will continue to try to hold costs down." With Newnan Utilities holding the monopoly on water, there is no way we can fight this increase. Sad.

Could it be that NU needs money to helpcomplete their contract at the new hospital? I got a letter a while back asking for a donation to help the new hospital. Could it be they are having money problems like the rest of us? By the way I live in the county.

Did my eyes deceive me? Newnan Utilities has the lowest rate, we are talking dollars and not foreign currency, aren't we? My power bill is ridiculous EVERY month and I have NEVER had a higher utility bill than I have in Newnan, and I have lived is several metro Atlanta cities!! So, thank you Newnan Utilities for being so humble, and thank you for putting yet another dent into my pocketbook!! I can't wait until the day that I can find a home in another utility companies district, that's the main must have on my home search!!!

With everybody wanting more from customers, maybe it's best citizens of Coweta drill their own personal wells and install a septic tank. Who needs the city and their overly taxed citizens?

I to would like to also thank you for the rate increase. Let's take score of Janaury 1, 2011: Federal taxes going up for everyone, company health insurance going up 16%, home owners association going up to boost reserves, power rates just went up, State Farm tried to go up (canceled those turkeys), no social security increase for those depending on that, city and state property taxes went up dramitically on property rapidly dropping in value, plus, I'm looking at my third year without a salary increase. Yes, thank you indeed!
