Newnan Council to approve 2013 budget

Newnan City Council is expected to approve its 2013 operating budget during its first meeting of the year on Tuesday. Also on the agenda is approval of a two-percent cost-of-living salary increase for all city employees and reappointment of city department heads and judges.

The city’s general fund will be $17.695 million with a corresponding mill rate of 4.39. There is no tax increase. About 50 percent of the revenue comes from property and sales tax, with about 56 percent of expenses coming from public safety departments. The 2013 pay plan calls for a two percent increase across all step classifications and becomes effective Jan. 10. City council will meet at 2:30 p.m. Tuesday at city hall on LaGrange Street. Council also is expected to set Nov. 5 as the election for city council seats. Qualifying fees are $300 for the mayor’s spot and $165 for council member seats. The qualifying period is expected to be set for Aug. 26-28. Seats up for election are the mayor and two council seats for the proposed District 2 for four-year terms, and one seat, for a two-year term, in the proposed District 1. The city has submitted a new districting plan that would create three large districts with two council members elected from one of two seats within each district. The Georgia General Assembly and the U.S. Justice Department must still approve the plan. In other action, council will hear a request from E-KA Japanese Steak House for a refund of its $5,000 liquor license already paid for 2013. The owners said they are closing and stopped serving alcohol in December.
