The city of Newnan will support the Community Action for Improvement service agency as it pursues federal funding to help alleviate the local homelessness situation.
The Newnan City Council voted unanimously Tuesday to endorse CAFI's application to the Georgia Department of Community Affairs for a regional Homelessness Prevention and Rapid Re-Housing Program with the condition that, if any administrative responsibilities are passed along to the city, Newnan has the option to withdraw its support.
"We don't feel there's going to be any, though," said Cleatus Phillips, community development director.
Phillips said that CAFI's application was due on Wednesday, but that the department of community affairs was not requiring the city's authorization by the application deadline.
Mayor Pro-tem Cynthia Jenkins pointed out that CAFI has administered these type of federal grants before, and so it shouldn't be a problem.
In other meeting business:
*The Public Works department recently issued a bid for the full-depth reclamation and paving on portions of five streets in the city, including Greison Trail, SummerGrove Parkway, Elm Street, Lovelace Street and Saint Clair Street. The city received two bids and awarded the project to Atlanta Paving & Concrete Construction, the low bidder, in the amount of $1,086,358. Funding will come from the 2002 Special Purpose Local Option Sales Tax.
During the meeting, Mayor Keith Brady told city staff that Elm Street needs to be top priority on the list so that work will be complete before school starts back.
Public Works Director Michael Klahr told Brady that work will begin on Elm Street in the coming weeks.
*Approved was a request from Tin Roof Films to shoot a portion of "The Fat Boy Chronicles," an educational film, on July 24 on LaGrange Street in front of Newnan High School with stop-and-go traffic. Filming at that location should last until lunch time. Tin Roof wants to film all day on Aug. 5 inside Espresso Lane on West Court Square and in front of the business. They are requesting that approximately five parking spaces be blocked in front of the business.
Brady said he was not comfortable granting the request without asking the neighboring merchants their opinion. The issue was tabled until the next council meeting.
*Approved was a third change order in the amount of nearly $41,000 to the Carnegie Restoration project, bringing the new total to just over $1.58 million. The change order contained three significant components, including upgrades to the countertops, a carpet upgrade and repairs to the limestone exterior wall. Funding will come from SPLOST 2007.
*The council voted to submit the annual audit for fiscal year 2008.
*A public hearing was held on the annual and comprehensive 2009 updates to the Capital Improvements Element, which includes the 2009 updates to the short-term work program.
*The city voted to pay the Newnan-Coweta Historical Society approximately $500 for the city's one-third share of printing 10,000 Oak Hill Cemetery tour brochures.
