City Council: Authority will run city's new Newnan Centre

By John Winters

The Newnan Times-Herald

Newnan City Council Tuesday approved an agreement with the Newnan Convention Center Authority regarding management of the nearly-completed Newnan Centre.

Council, during its regular meeting, also approved alcoholic licenses for two new businesses in the city.

The conference center, located on Lower Fayetteville Road next to the Coweta County School District's Centre for Performing and Visual Arts, is expected to be completed by mid-July.

The agreement between the two entities spells out the duties and responsibilities for the center authority to run the new complex.

The authority would be responsible for running the convention center essentially like a business -- hiring staff, creating revenue, holding events and maintaining the facility.

The authority must submit quarterly reports and an annual budget to the city. Council reserves the right to remove the authority for poor management.

Council also approved a request from Elvia Benitez, representing Rio Nilo Inc., 11 Spence Ave., for a license for retail on-premise (pouring) sales of malt beverages and wine.

Likewise, a request from Linda Bridges Kee, representing The Cellar LLC, 9 East Court Square, Suite G, for a license for retail on-premise (pouring) sales of distilled spirits, malt beverages and wine, was approved.

There was some discussion among council members about awarding a bid for electrical heaters at Fire Station One on Jefferson Street, primarily because there was only one bid.

"It (the submitted bid) is a competitive bid, but we would have liked to have one or two more to consider," said City Manager Cleatus Phillips.

Phillips said he and city staff were reviewing the bid process to see if there are ways to make the process of more interest to prospective bidders.

The bid was unanimously awarded to Shenandoah Electric to install the new heaters. The existing heaters are more than 30 years old and repairs are prohibitive, according to council documents.

Shenandoah's bid was $10,295.

In other action, council:

• Approved a request from the Newnan-Coweta Art Association to hold their Annual Spring Arts and Craft show on the Court Square on Saturday, April 21 from 10 a.m. to 4 p.m.

• Approved a request from Roscoe Jenkins Funeral Home to hold a parade celebrating more than 100 years and benefiting the Coweta Community Food Pantry and One Roof, on March 25, at 4 p.m.

• Approved a request from First Baptist Church to block Brown Street from the intersection of Brown/West Washington Street to Brown/Madison Street from 6 a.m. to 11 p.m. March 5 and 6 to provide additional parking for the Georgia Baptist Convention Evangelism Conference.

• Approved a request from First Baptist Church to close Madison Street from through-traffic from 7 a.m. to 1 p.m. to host a mobile food pantry to distribute food to the needy. The dates are: Feb. 24, March 23 and April 27.
