Newnan City Council will hear a proposed ordinance allowing them to add a seventh city council member for a single two-year term, as part of their redistricting process.

The meeting is 6:30 p.m. Tuesday at Newnan City Hall on LaGrange St.

Currently, the city has six city council members plus a mayor. Four members represent the city’s four districts, and two members represent super wards of two districts each.

The redistricting will divide Newnan into three districts, each with two city council members. If approved, the seventh city council member will be elected in November 2013 and represent one of the District 1 seats. His or her term will expire in January 2016.

Under the redistricting and proposed amendment, Councilmember Robert W. Coggin will serve as the councilmember-at-large until his term expires in January 2016. At that time, the number of city council members will return to six.

In other planned business:

• The council will revisit a revised alcohol ordinance to allow for the sale of packaged growlers of craft beer to be sold by specialty package stores. A growler is a refillable glass container holding either 12, 32, or 64 ounces of craft beer. The issue was brought up at their last meeting.

“This is a first attempt,” said Newnan City Attorney C. Bradford Sears at that meeting. “This is not an easy ordinance to consider because it is a change, and it is limited to specialty package stores.”

The discussion will include defining licensing specialty package retailers, establishing license fees, and providing regulations for the sampling of craft beers and wine.

• The council will hear a final reading to amend the ordinance on brewpubs, allowing them to produce up to 10,000 barrels of craft beer. Five thousand barrels can be consumed on the premises, and the other 5,000 can be sold to licensed wholesale dealers for distribution. This amendment mirrors recent changes by the state of Georgia.

• The city council will consider Foresite Group’s proposed design for the second drive entrance at the Newnan Centre on Lower Fayetteville Road.

• It will vote on resolutions for the general election schedule and fees and for the process of appointing an election superintendent, assistant election superintendent, and absentee ballot clerk.

• Council members will vote on approving an assigned fund balance reserve established for the LCI Grant they approved on April 9, on authorizing staff to seek requests for proposals (RFPs) for financing related to the Newnan Hospital Redevelopment Project, and on declaring certain property surplus.

• A public hearing to request adoption of the amended Newnan Urban Redevelopment Plan will go before the council.
