Grant Writing and Grant Administration Services for the Howard Warner Recreation/Community Center Project

The City of Newnan is soliciting the professional services of a firm, with proven experience in Community Development Block Grant (CDBG) projects, to prepare a 2015 CDBG application for the Howard Warner Recreation/Community Center Project and to administer the grant if the funding is awarded.

The successful candidate will provide the following services:

Development of a CDBG application including but not limited to stakeholder coordination efforts, public hearings, required surveys, and application submittal.

Grant administration (if the application is successful) including but not limited to completion of acceptance documentation, environmental assessments, public hearings, special condition compliance, maintaining project files, meeting labor law requirements, preparing drawdowns, and maintaining beneficiary counts.

Interested parties must submit one (1) original and five (5) copies of their proposal and all relevant documentation no later than 10:00 a.m. Tuesday, December 23, 2014. Proposals submitted after the 10:00 a.m. deadline will not be accepted; no exceptions. Submissions shall be placed in a sealed envelope marked “Grant Writing and Grant Administration Services for the Howard Warner Recreation/Community Center Project,” and delivered to:

The City of Newnan is soliciting the professional services of a firm, with proven experience in Community Development Block Grant (CDBG) projects, to provide Preliminary/Final Engineering and Design Services in relation to a 2015 CDBG application for the Howard Warner Recreation/Community Center Project.

The successful candidate will provide the following services:

Preparation of Preliminary Engineering Reports.

If the grant is funded, the successful candidate will also provide the following:

1) Preparation of design and construction drawings;

2) Specifications;

3) Contractor Bid Evaluation;

4) Construction Inspection; and

5) All other engineering-related items as needed to successfully complete the CDBG project.

YOU ARE HEREBY NOTIFIED that, on the 4th day of December 2014, at 9:00 a.m., at the Coweta County Courthouse in Newnan, Georgia, Judge Jack Kirby of the Superior Court of Coweta County, Georgia, will hear the case of State of Georgia v. Coweta County Development Authority, Georgia Healthcare Properties, LLC, Civil Action File No. 2014V1284, the same being a proceeding to confirm and validate its Taxable Revenue Bonds (Georgia Healthcare Properties, LLC Project), Series 2014 (the “Bonds”), in an aggregate principal amount not to exceed $300,000,000 and the security for such Bonds. The proceeds of the Bonds are being lent by the Coweta County Development Authority (the “Issuer”) to Georgia Healthcare Properties, LLC, a Georgia limited liability company (the “Borrower”), in order to finance: (i) the expansion of the Borrower’s existing cancer treatment center located at 600 Celebrate Life Parkway, Newnan, Coweta County, Georgia (the “Original Property”) by development of additional improvements on portions of the Original Property, and further described in that certain Lease Agreement dated as of December 1, 2014 between the Borrower and the Issuer; and (ii) the acquisition and installation of certain related equipment and personal property (collectively, the "Project"), and pay all or a portion of the expenses incurred in connection with the issuance of the Bonds. In such proceeding, the Court will also pass upon the validity of the Bonds, an Indenture, a Lease Agreement and certain related matters and documents.

Pursuant to O.C.G.A. Section 3682100, the Issuer hereby notifies all interested parties that no independent performance audit or performance review (the “Independent Audit”) will be conducted with respect to the Bond issue.

Any citizen of the State of Georgia residing in Coweta County, Georgia, or any other person wherever residing who has a right to object, may intervene, and may become a party to this proceeding.
